The rule “all 4 skills” is critical. IRCC does not average your CLB across skills. If your IELTS results give you CLB 7 in listening, speaking, and writing  but only CLB 6 in reading  you do not meet the requirement for a university PGWP. You must hit the threshold in every individual skill.

Who Is Exempt from the PGWP Language Requirement?

If you submitted your study permit application before November 1, 2025, and you also submitted your PGWP application before November 1, 2025, you are not subject to the new language rules. If you submitted your study permit before November 1, 2025, but you are applying for the PGWP on or after that date, you still must meet the language requirement that matches your program type, as confirmed by IRCC guidance on the policy transition.

IELTS General Training CLB Conversion for PGWP

IELTS General Training
